GUIDANCE NOTE FOR CONSULAR SERVICE APPLICANTS FROM THAILAND
(Exclusively within the framework of the Embassy’s consular trip to Bangkok)

The Ambassador Extraordinary and Plenipotentiary of the Republic of Cameroon in Japan kindly informs Cameroonian nationals established in Thailand that a team of embassy’s officials will visit Bangkok on 3-7 March 2025 to render emergency consular services to the community of compatriots.

Important considerations

1)- BIOMETRIC PASSPORT APPLICANTS

A delocalised physical enrolment for biometric passport applicants residing in Thailand is scheduled in Bangkok. Each passport applicant is kindly requested to scrupulously follow the steps below for a smooth enrolment process.

STEP 1 – Online enrolment

  • Complete online enrolment for biometric passport or pre-enrolment at the website of DGSN-PASSCAM < https://www.passcam.cm>, pay passport fee online, and book an appointment for Physical Enrolment with the Embassy of Cameroon in Japan (Tokyo) from March 2025 upward (March, April, May, …).  After the pre-enrolment the applicant will automatically receive the online enrolment form.
  • If the applicant has already completed the online enrolment process and got his/her online enrolment form, then Step 2.

STEP 2 –  Embassy Registration

STEP 3 – Documentation

  • Prepare for the physical enrolment. Download and fill the Coversheet for Passport Application Physical Enrolment [HERE].
  • Prepare all the Supporting Documents listed below. The documents will be checked and legalised by the Embassy the day of the applicant’s physical enrolment.
  1. Online enrolment form (printed in A4 format portrait)
  2. Original Birth Certificate AND a photocopy in A4 format portrait (all information, signature and stamps on the birth certificate have to be visible in the copy)
  3. Original AND photocopy of the Old/previous/current Passport (in A4 format portrait) – only the information page should be photocopied.
  4. Original AND photocopy of a valid or expired Cameroon National Identity Card (NIC).
  5. Original AND photocopy of the Consular Card. Please apply for a Consular Card before the physical enrolment day by downloading, filling, and sending the Consular Card Application Form HERE to the Embassy by March 2, 2025.
  6. Original AND photocopy of the Resident Card (both sides on the same page in A4 format portrait) OR any other proof of stay in Thailand such as entry visa, …
  7. Original AND photocopy of a document proving the social status (employment contract, student card, school certificate, employer’s letter, …) in A4 format portrait and in English/French or translated to one of both languages.
  8. Consular Fees of 22 000 Japanese yens (only Japanese yens will be accepted). These fees include administrative fee, consular card fee, and DHL fee to send applicant’s passport from Japan to Thailand).
  9. <Additional document for Married women> Original AND photocopy of the Cameroonian Marriage Certificate in A4 format portrait. (all information, signature and stamps on the certificate have to be visible in the copy)
  10. <Additional document for minors>
  11. A Parental Authorization signed by one of the Cameroonian parents (Print, fill and sign the Parental Authorisation Form HERE).
  12. Photocopy of parent’s passport/birth certificate AND proof of residence in Thailand.

Note (important): In case the previous passport is lost, the applicant should provide a Police declaration for passport lost. This document will be scanned in the system with other supporting documents.

STEP 4 – Physical Enrolment

  • The applicant must attend the physical enrolment special session in-person and will be required to submit all supporting documents prepared in Step 3 including the coversheet. Arrangements for the place of enrolment in Bangkok are being made and applicants will be informed on the venue and schedule before March 2, 2025. The notification will be sent to individual applicants and through the Cameroonian community representative, who is the Embassy’s liaison person for this special operation.
  • Applicants not living in Bangkok are kindly requested to remain in the city at least 48h after their physical enrolment. It sometimes happens that an application submitted online to DGSN/PASSCAM be rejected for multiple reasons. When this is the case, the applicant will be invited for a second physical enrolment.
  • At the end of the Physical enrolment, the passport application will be submitted online. Then DGSN will check the application, validate it if there is no problem, and produce your passport. It shall then take a maximum of 14 days for the passport to arrive at the Embassy in Tokyo, and another 4-10 days for the passport to be registered online within the ICAO data base and sent to Thailand.

2)- OTHER CONSULAR SERVICES APPLICANTS

  • Visit the Embassy’s website (https://cameroonemb-jp.org/consular-affairs/) to register as consular services applicant through the following form (Contact form for consular service applicants from thailand) or download and fill the Consular Services Registration Form.
  • Send the Consular Services Registration Form to the Embassy by E-mail at cameroonext@cameroonemb-jp.org until March 2, 2025 (latest deadline).
  • The Embassy might contact the applicant to provide supporting documents so that some preparations could be made before the session in Bangkok./-
